+1 (as someone who searched for this after having heard of this mythical document) I eventually found a copy in incubator email archives of last March in reference to the Lenya project. Note that incubator email archives are not even available from apache.org. I had to go to http://marc.theaimsgroup.com/?l=incubator-general&r=1&w=2. Things shouldn't be this hard for the next person looking to figure out the terms for granting software. As soon as someone posts a publicly accessible, normative link, I will list it in the docs I am working on in Wiki.
