I agree that's where it should be derived, however something has not worked.
I just tried:

$ curl -Ss https://griffin.apache.org/ | grep google
        })(window, document, 'script',
'//www.google-analytics.com/analytics.js', 'ga');

It looks like the server has not been updated to the latest commit;
Infra need to investigate
