It looks like the automatic Attic banner does not work with cgi files (e.g as
used for some download pages).
For example
https://forrest.apache.org/mirrors.cgi
does not show the banner, but the template page that is invoked by the cgi does:
https://forrest.apache.org/mirrors.html
