Description:
The retired banner is created by an HTML output filter,
scripts/attic_filter.lua, which is applied to TLP websites that have an
corresponding /flagged/ directory.
It does not work properly with some websites, for example: predictionio
The banner is added and shown briefly, but is hidden subsequently.
