Thank you to everyone who has helped with retiring Lucy.
It seems to me that the only items left before closing out this ticket have
been publishing the DOAP file and publishing the retirement to announce@apache.
I took care of the announcement today:

For the DOAP file, I see that it's been edited but I was reluctant to try
hitting "publish" in the CMS: I didn't know whether it would work, and whether
it would blow away the big red banner mod.
