here's a RC2 mostly to fix a small memory leak in some excutions of
gdalinfo -json that went into RC1, and with some extra bonus while we are it

* gdalinfo -json: fix memleak for non-georeferenced images (introduced
in 3.11.0RC1)
* Arrow/Parquet: fix wrong casts in ReadFeature() that cause UBSAN to
complain
* Python bindings: fix build with latest SWIG master (4.4.0dev)
* ADBC: do not try to open in update mode
* Parquet: better error message with libarrow <= 18 when file cannot be
opened
* VRT pixel function: do not crash when 'expression' pixel function
argument is missing (ossfuzz #427499233)
