You can combine /vsisubfile/  
(https://gdal.org/en/stable/user/virtual_file_systems.html#vsisubfile-portions-of-files)
 and /vsicurl/

/vsisubfile/${offset}_${length}/vsicurl/${url}

simple cannot do it?
