Long story short: I've configured a GitLab pipeline for building and
publishing
GDAL wheels for Python on Windows
(https://gitlab.com/mentaljam/gdal-windows-wheels).
The approach uses cibuildwheel and delvewheel to include DLLs in the
wheels and
it is partly borrowed from Rasterio GitHub Actions. The wheels are
available at
GitLab Python package registry
(https://gitlab.com/mentaljam/gdal-windows-wheels/-/packages).
More information and usage examples can be found in the README.md.
