You are comparing apples to oranges. TileMatrixSetLimits/TileMatrixLimits and TileMatrixSet/TileMatrix are not the same thing. The TileMatrix describes a given tile level of the TileMatrixSet. The TileMatrixLimits tell you which part of the TileMatrixSet actually contains data.
