I checked where and how this environment variable is used and decided that this is the way to go for me as soon as I'll update next time. Seems more reliable than "--with-static-proj4", should perhaps be documented too in "config- ure --help", and should perhaps also be used in Python script "autotest/ osr/osr_proj4.py" (if you didn't already exactly that).
