Hi Hilda, I gave system variables the path where my *.csv files are. But even then the situation is same. Is there any other help you can suggest me.

You will need s57attributes.csv, s57objectclasses.csv and s57expectedinput.csv at least) unfortunately these files are not updated with the latest changes from IHO, so all updates from S-57 Supplement No 1 and No 2 to Edition 3.1 are not reflected into the .CSV files.
