Yes, in that case you need to store in a file the WKT implementation of the CS and add the -s_srs "file.prj" option.
Before doing this, have you tried -s_srs EPSG:4806 ? http://spatialreference.org/ref/epsg/4806/ It uses international 1924 and not Rome 1940 spheroid, though.
