Mark,
There are a few Open Source projects you could look into
3D visualization environment:
VTP
WorldWind
OssimPlanet
Orthorectification of Video:
OSSIM OMAR?
Image Processing / Feature Extraction
OTB
GRASS
And I'm sure there are others.
The system you describe would be a lot of work, but it does sound
interesting!
Best Regards,
Brent Fraser

Hello, I'm pursuing a project to automatically map wildfires, and
am looking for people who could contribute to this.
I volunteer as an Air Attack pilot over wildfires, and have developed
an in cockpit Augmented Reality system that allows us to work at night
and over smoke. It combines 3D visualization of GIS (Geographic
Information System) data along with live Infrared. I'd like to
consider porting to Open Source/Linux and include auto-mapping of
spotfires. Here is a proposal presentation about what NASA might fund:

Please write if you have experience with how GRASS, OSGeo, GDAL, or
point me to where can find Open Source people who could help.
thanks,
