Heng, as Frank wrote the coordinates you try to transform are far outside the BETA2007.gsb grid. Is it possible that your georefrenced raster fiel lacks the Gauss-Krueger meridian prefix? If so, you can try with a modified "+x_0=500000" parameter on the command line.
