If you got to the url I reference below there are brief instructions
in the first paragraph on how to file a ticket. Basically you get an
OSGeo Userid at:
https://www.osgeo.org/cgi-bin/ldap_create_user.py
And then you login to the Trac site with it. Once logged in you can
create a ticket at:
http://trac.osgeo.org/gdal/newticket
A GDAL committer will act on the ticket and incorporate a change into the
code base.
