Mateusz, I think this is incorrect. I believe that the makefiles that come with the PCIDSK SDK are ignored when PCIDSK it built internally within GDAL. Instead the gdal/frmts/pcidsk/makefile.vc is used which utilizes the normal flags from ../../nmake.opt. Correct me with details if I am wrong.
