First i would like to thank you for your immediate response
The problem is that when i run ./configure --with -msg in the /frmts
and it doesn;t find the file
Can you please give me detailed instructions about how to build the
MSG DRIVER because i am quite frunstrated with the whole procedure

You should be running ./configure, not ./configure.in.
Try:
./configure --with-msg
