I'm afraid I'm not entirely sure what is normal.  I reviewed DXF docs,
a couple example files, and the GRASS DXF import program in preparing the
proposal, but DXF is still a bit of a mystery to me.  The proposal was
deliberately simplistic to match my current level of understanding.

Would it support attributes, such as a DXF of contour lines with elevation
attributes?

Generally no, though there is some opportunity improve the driver a bit
for easily recognizable attributes.  I have avoided doing a DXF driver for
many years because while the format is not so complicated, there are a
wide variety of ways for applications to encode complete geometries and
attach attributes.
