Greetings!  It has come to our attention that significant performance
gains can be had when using more memory if available.  This suggests two
modes, one tight mode using more gc in preparation for dumping a small
disk image (aka maxima build time), and one more expansive mode not to
be dumped to disk for optimal end user calculations.

At present, gcl-2.6.13pre toggles these with a variable setting and a
function call.  It might be more convenient to also read an environment
variable and override, but it might also be more confusing.

Thoughts on this most welcome.
