Debian stretch (9) comes with GCC 6, and gnat cross compilers available, same for Ubuntu 18.04 LTS (GCC 7). It may be better to start with more recent versions (packages are gnat-6-hppa-linux-gnu, gnat-6-mips-linux-gnu, and corresponding GCC 7 vesions).
