The web pages are still kept in the old CVS repository, see http://gcc.gnu.org/cvs.html Changes should be sent to the gcc-patches list as with other patches, and can be committed after approval. It's common to prefix the patch email subject with [wwwdocs] to get the attention of the relevant people.
