You're confused. This is nothing to do with glibc. The "distribution" is the tarball of GCC sources. The "components" are the separate tarballs that used to be made available for gcc-core-x.y.z.tar.gz, gcc-c++-x.y.z.tar.gz, gcc-fortran-x.y.z.tar.gz, etc. but these are no longer made available, only the gcc-x.y.z.tar.gz tarball containing everything.
