I indeed do not see where we link to criteria.html.  I think we should duplicate
the list of primary/secondary targets on the releases index.html page(?) and
make the rest of the criteria.html generic, pointing to it from gcc.gnu.org
directly.  The criteria itself are less interesting for already
released versions.
