You are confusing criminal and civil law. What you say is certainly true for criminal law, where the other party is the government. But in a civil dispute between two entities, there are few limits on what can be ordered to remedy an "injury". What you site are a list (not meant to be complete) of possible sanctions in the case of pure copyright infringement. But normally when there's a copyright dispute between two entities, there are OTHER claims alleged too. This is getting WAY off topic ...
