This is the right forum.

For the time being, I would just document that plugins wanting to use
GGC should keep a gcc build tree around.  If there is significant
demand for GGC in the future, we could rethink this.

I am hoping that not very many plugins will want/need GGC, but I'm
frequently wrong.
