You're trying to optimize the wrong cost measure. It's not in our interest to have people "post quickly". The time cost to compose and post a message is less than the time cost of the thousands of people who will read that message, even if most kill it based on the subject line or sender's identity. Separate lists saves the time of those who aren't interested in certain types of messages, or those who must make sure that every message of a certain type (a patch, for example) gets processed. Also, you need not subscribe to a gcc list to post to it.
