There seem to be quite a large number of not-yet-merged projects on the wiki page at http://gcc.gnu.org/wiki/GCC_4.3_Release_Planning "Go straight to phase 3" would presumably mean that none of them get in. On the other hand, phase 1 has been running for a long time, long past its original end date. I'm surprised that phase 2 hasn't started.
