I think so. I'm glad someone raised the issue. For GNU/Linux and BSD-based systems, languages other than Java use data files for time zone changes, so you'd need to check if your tzdata package is new enough (use Google to find out how). I'm surprised to learn that Java does it a different way. Are we really shipping time zone information in gcc? Doesn't it change every month or so (when considering the 180 or so countries in the world)?
