This was removed from the libstdc++ sources erroneously, and I just re-added it. It should appear in your sources, if they are up-to-date, in include/ext/enc_filebuf.h. If not, there's something wrong.
If you are working on a branch or have sticky tags you may have to do the appropriate gymnastics.
