If you have a dynamic IP, you should not configure your system to make a direct SMTP connection to the destination site. Most people don't allow that any more, because this is what spammers do (take over thousands of machines with viruses, make them into "bots" and have them spam like crazy; since there isn't a fixed IP address it's hard to trace the culprit). You need to use your ISP's designated SMTP machine as a relay.
