Filing papers is a prerequisite for legally significant changes only:

And, btw, it may take about a month for the paperwork to
do the round trip from the FSF copyright clerk and back.

When you file your request, be sure to mention a few ancillary
or related projects such as libstdc++, autoconf, binutils, GDB,
and maybe others... Just to make sure this is a one-time hassle.
