Filing papers is a prerequisite for legally significant changes only: http://www.gnu.org/prep/maintain/maintain.html#Legally-Significant And, btw, it may take about a month for the paperwork to do the round trip from the FSF copyright clerk and back. When you file your request, be sure to mention a few ancillary or related projects such as libstdc++, autoconf, binutils, GDB, and maybe others...
