How about an "opt in" scheme, where a particular bugzilla keyword means
"add this to the list of fixed bugs" ?
e.g. if the bug's owner adds bugfix-3.4.4 it appears in the list
This might not be appropriate for a keyword, but something in the
comments maybe. It would have to be checked before release, to ensure
it hadn't been added incorrectly, or the patch reverted etc.
