Yes, this is related to PR 17701 as Arno pointed out to me in a private message.
Indeed, the patch you used works around this failure and can be used as a kludge.
Properly disabling building this package would be better, but there isn't a mechanism
for that yet.
However, this all is entirely unrelated to the failure you're seeing.
