[PATCH 182/236] get_last_insn_anywhere returns an rtx_insn

gcc/
        * rtl.h (get_last_insn_anywhere): Strengthen return type from rtx
        to rtx_insn*.
        * emit-rtl.c (get_last_insn_anywhere): Likewise.
