[PATCH][ARM] Add cortex-a12 entry to driver-arm.c

Hi all,

This patch adds an entry for the Cortex-A12 to the arm_cpu_table. This will 
enable the -mcpu=native machinery to work on Linux systems.

Tested arm-none-eabi on qemu.
