This set of 5 patches fixes some PowerPC bugs.

I have committed all of the patches in my backlog (dense math registers, other
-mcpu=future instructions, random bug fixes, support for _Float16 and
__bfloat16, and optimizations for vector logical operations on power10/power11)
into the IBM vendor branch:

        vendors/ibm/gcc-17-future

Patch #1: PR target/17487: Add power9/power10/power11 support for an
optimization done on power8 systems with 32-bit float values in code
that shows up in the math library.

Patch #2: PR target/992493: Optimize splat of a V2DF/V2DI extract with
constant offset.

Patch #3: PR target/120528: Simplify zero extend from memory to TImode
in a vector register.

Patch #4: PR target/108958: Simplify zero extend from a GPR register to
TImode in a vector register.

Patch #5: PR target/120681: Allow -mcmodel=large to generate PC
relative instructions.
