rl78 still uses reload rather than LRA.
epiphany still uses reload and causes ICEs during reload.

Both don't have a maintainer. epiphany has been without one since
2024 (2023 email) while rl78 has been without one since 2018.

gcc/ChangeLog:

        * config.gcc: Mark epiphany*-*-* and rl78*-*-* as
        obsolete targets.
