This is a regression present on the mainline and 15 branch: the GNAT tools are
miscompiled with -march=znver3 in C[XX]FLAGS because the throw and catch sides
of the Ada exception machinery disagree about the BIGGEST_ALIGNMENT setting.
Bootstrapped/regtested on x86-64/Linux, applied on the mainline and 15 branch.
