Like other ppc targets, powerpc-*-elf needs -Wno-psabi to compile
gcc.dg/ipa/ipa-sra-19.c without an undesired warning about vector
argument passing.

Regstrapped on powerpc64le-linux-gnu.  Also tested with gcc-14 on
x86_64-linux-x-powerpc-elf.  Ok to install?
