The enum currently has a member named NONE which pollutes the global
namespace unnecessarily. Use a scoped enum instead.
v2 makes the scoped enum unsigned and fixes up a bogus use of NONE
in the aarch64 backend.
Bootstrapped and tested on x86_64-unknown-linux-gnu, pushed.

Use literal zero instead of NONE.
