It is only called once.
gcc/ada/
* sem_util.ads (Set_Scope_Is_Transient): Delete.
* sem_util.adb (Set_Scope_Is_Transient): Likewise.
* exp_ch7.adb (Create_Transient_Scope): Set Is_Transient directly.
Tested on x86_64-pc-linux-gnu, committed on master.
