[committed] d: Update comment for TypeInfoVisitor::layout_base

Hi,

This patch updates the comment for TypeInfoVisitor::layout_base to
reflect a recent change that made the emission of a __monitor optional.

Bootstrapped and regression tested on x86_64-linux-gnu/-m32/-mx32,
committed to mainline.
