This libgo patch by Clément Chigot directly sets getsystemcfg as
//extern in internal/cpu instead of trying to use the runtime as in Go
toolchain.  Bootstrapped and ran Go testsuite on x86_64-pc-linux-gnu.
Committed to mainline.
