[PR66791][ARM] Replace __builtin_neon_vcge* with >= and <= for vcge and vcle intrinsics

Hi,
The attached patch removes __builtin_neon_vcge* function with >= and
<= operators for vcge and vcle intrinsics respectively.
Cross tested on arm*-*-*.
OK for trunk ?
