libgo patch committed: Always define IPV6_TCLASS

The GNU/Linux specific support in the net package uses the constant
IPV6_TCLASS.  This patch to libgo/mksysinfo.sh ensures that the constant
is defined even on older GNU/Linux systems.  Bootstrapped on
x86_64-unknown-linux-gnu.  Committed to mainline.
