Thanks for the suggestion to make it concise!

I tried
  
    return check_effective_target_has_arch_pwr9

it failed due to that:
   
    ERROR:... error executing dg-final: expected boolean value but got 
"check_effective_target_has_arch_pwr9"

I re-tried
    
    return [check_effective_target_has_arch_pwr9]

it worked, nice!

Committed in r11-2960 with this concise writing then.
