Cleanup TLS implementation and add a number of tests.

(arc_emit_call_tls_get_addr): Likewise.
(arc_call_tls_get_addr): New function.
(arc_legitimize_tls_address): Make use of arc_call_tls_get_addr.
* config/arc/arc.md (tls_load_tp_soft): Remove.
(tls_gd_get_addr): Likewise.
