Enable building libssp with Intel CET options.

libssp/
        * Makefile.am: Update AM_CFLAGS.
        * Makefile.in: Regenerate.
        * configure: Likewise.
        * aclocal.m4: Likewise.
        * configure.ac: Set CET_FLAGS. Update XCFLAGS.
