[PATCH] ARM: Introduce ARM_DEFAULT_SHORT_ENUMS

Allow targets to define the default for the short enums option.

gcc/

        * config/arm/arm.c: (ARM_DEFAULT_SHORT_ENUMS): Provide default
        definition.
        * config/arm/rtems.h (ARM_DEFAULT_SHORT_ENUMS) Define.
