This adds the missing functionality to filesystem::permissions().
PR libstdc++/71320 * src/filesystem/ops.cc (permissions(const path&, perms, error_code&)): Add or remove permissions according to perms argument. * testsuite/experimental/filesystem/operations/permissions.cc: New test. Tested x86_64-linux, committed to trunk, backports to follow.
